"The present outline of Polish-Russian relations was written early this year, before the unfortunate events which resulted, for the time being, in the break of diplomatic relations by Russia. The deterioration of Polish-Russian relations became evident when on January i6, 1943 the Soviet Government sent —after a period during which all relief work for the Poles in Russia has been severely hampered—a note completely denying to the Poles deported into Russia Polish citizenship or any kind of protection. In February and March of this year the Soviet Government publicly put forth further claims on Poland ; this was accompanied by a violent Soviet radio and press campaign. The present study is, nevertheless, offered to the reader in its original form, without alteration, for it presents certain basic facts and principles, which cannot be revised to suit any current changes of the diplomatic situation. These facts and principles cannot be ignored by those who desire to lay a firm and lasting foundation for the future welfare of Europe and the world after the war".
